For the purposes of determining the expenditure of One-time Discretionary Block Grant funds in the 2006-2007 school year, each Humboldt County Office of Education school and the Humboldt Regional Occupational Program shall have a schoolwide advisory group or school support group.  If no such group exists, the principal shall form an advisory group.  The advisory group shall consist of the principal and other members relevant to school-site decision making, such as teachers, other school personnel, parents/guardians, and, if appropriate, students.

Each school’s advisory or support group shall develop a proposal for expenditure of the funds apportioned to the school from the One-time Discretionary Block Grant.  The funds may be expended for any one-time educational purpose including, but not limited to, instructional materials, classroom and laboratory supplies and materials, school and classroom library materials, educational technology, deferred maintenance, one-time expenditures designed to close the achievement gap, or professional development.

Prior to May 1, 2007, the principals shall present each school or HROP advisory/support group’s proposed expenditures to the Board of Education for approval.

Prior to a school or the HROP expending One-time Discretionary Block Grant funds, the proposal for use of the funds shall be approved by the Board of Education.
